In the Name of Allah

The Most Gracious the Most Merciful

Thanks are but to Allah. We thank Him, seek help and forgiveness from Him, and we seek refuge in Allah from the evils of souls and the sins of our deeds. Whomever Allah guides, no one can misguide him, and whomever Allah misguides, no one can guide him. I bear witness there is no god but Allah, He Who has no associate; and I bear witness that Muhammad is His servant and Messenger.

To proceed,
Allah, the All-Exalted, says,


“And I (Allah) did not create the jinni and humans except to worship Me (Alone)& I seek not any provision from nor do I ask them to feed Me (i.e. feed themselves or My creatures)&Verily, Allah is the All-Provider, Owner of Power, the Most Strong”. Adh-Dhariyat, verse: 56-58.


The third anniversary of the establishment of the Islamic State of Iraq is now upon us, and so we congratulate the martyrs on their reward, and congratulate the captives on their steadfastness. We congratulate our tribes and families on their support and their determination, and we congratulate the Ummah (Muslim community) on their persistence. For by the Grace of Allah they will persist and persevere and carry on until the Word of Allah becomes Superior and the word of the infidels becomes inferior.

The day we announced the Islamic State, everyone was shocked by the greatness of the event, and many stumbled in their reactions. The pens stood up against us, and the voices rose with criticism, insults, and destruction (attempts). The wisemen peeped delusional heads out the ******s of their chambers, once in the dress of advising sympathizers, and again in the dress of Muftis (Islamic interpreters) and sensible Islamic scientists, warning against the danger of this step and the difficulty of the coming stage.


We say this: with the support of Allah, we are proceeding towards the desired goal and the aspired outline to establish the Law of Allah on Earth, and to bring the servants (people) into submission to their Lord. Neither the joined forces of infidels nor the frustration of betrayers and hypocrites will turn us away from our goal. We perceive quite well that the way to our aspired goal is not paved with roses but with severed limbs and blood. We perceive that the afflictions will increase, and the fitnahs (tests on loyalty to Islam and enticements to forsake it) will become harder, and the fighting enemies will increase, and the supporting friends will decrease. Allah the All-Exalted, says,



“And they will never cease fighting you until they turn you back from your religion if they can”.


If assigning an Imam (Muslim leader) is one of the requirements of the Muslim group and is necessary to preserve the religion and defend it, then the Islamic government is a requirement for the same goal. The process of assigning the Imam is set by the people of shawkah (power and strength in Islam and world affairs) as Shaikhul-Islam Ibn-Taimyah, may Allah –the All-Exalted- have mercy upon him, stated in Minhaj As-Sunnah (the principles of the Sunnah) one of the Sheikh’s books)), “The process of assigning the Imam for them (the holders of the Sunnah) is set with the agreement of the people of shawkah on it”. He - may Allah have mercy upon him - means the great majority of them, thus he stated, “That is why when Ali, may Allah be pleased with him, was recognized as Caliph and with him were the people of shawkah, he became the Imam”. The people of Ash-Sham (Syria, Jordon, and the surrounding area) did not recognize him, and they fought against him with a large number of the Sahabah (companions of the Prophet), and blood was flowing as rivers. However he - may Allah be pleased with him- was recognized as an Imam by the Islamic scholars.

This same is true of the Islamic government; it is not set except by the people of shawkah. Religion as Sheikul-Islam Ibn-Taymiah stated, “The right religion by all means needs the guiding Book and the supporting sword”; This is what He (Allah) has bestowed upon us in the Islamic State of Iraq. After the first Islamic government was announced, the Islamic State was exposed to painful attacks from every direction. It was patient with the wounds and forced itself through the pains until it recovered. Thus it was established under the serious way of Jihad in the Cause of Allah and defending the religion of Allah. Consequently, we announced the blessed plan of “Harvesting the Good” with its first and second phase. And the enemy has at last admitted that we have restored our previous circumstances. The enemy has admitted that our attacks have struck its heart and have violently shaken its throne, and that there is a state behind them. And the enemy was right; behind them there stands the Islamic State of Iraq with its faithful brave men and its honorable tribes.

For when Shaikhul-Islam Ibn-Taimyah said “the obligations of guardhianship”, he meant, “Reforming the religion of morals which if they missed, they would suffer a manifest loss, and it would never benefit them what they have enjoyed in the worldly life; and reforming whatever religion cannot stand without, in relation to their matters of the worldly life”.


Today, with the Grace and the support granted by Allah, we announce the second Islamic government of The Islamic State of Iraq:
